Despite what the website shows, there is no relay transmitter in the Dover Area, only the main transmitter which did have some engineering works carried out.
Michael Jukes would be better off using the Heathfield transmitter instead. See Coverage Checker - Detailed View Bluebell Hill is not at all suitable at his location.

Look at Coverage Checker - Detailed View and scroll down to then transmitters listed. Ideally you want to select one that has all green bars for best reception.

Both Dover and Heathfield are shown as giving good reception according to the listing given on the Digital UK Coverage Checker and I used exactly the same as you did. It's just that we are interpreting the data differently.

There are two possible transmitters available at that location. The West Runton Freeview Light transmitter is just 3 km away and offers the BBC A, BBC B, and D3&4 services. They should be reliable and give good reception. The other possible source is the full service Belmont transmitter, but that has reception problems at your location, especially for the D3&4,BBC B (HD), SDN, Com7 and COM8. Later, the ARQ A and ARQ B multiplexes will become a problem.
So please will you check which transmitter you are tuned to? West Runton uses channels 31, 37 and 29. Belmont uses channels 22, 25, 28, 30, 53, 60, 33 and 35.
Is you aerial polarised for vertical or horizontal signals? West Runton needs the aerial with the small rods across the support beam to be vertical whereas Belmont needs them horizontal.
Please also check the signal strengths being shown on your television. Ideally you need then m to be between 60% and 85%. Less is always a problem and any more is likely to give rise to the effects you are reporting.

See Coverage Checker - Detailed View for a listing of the current channels being used at the Caradon Hill transmitter. According to Digital UK, there are no engineering works being reported for that transmitter.
Do you share a communal aerial system and is it working correctly for all residents?

Your devices need to be DVB-T2 capable, they need to be Freeview HD devices. If they are not HD capable then they will not tune to that channel.

It appears that your downstairs TV is a Freeview HD type but the one upstairs is not. That's why it will not tune to the HD transmissions that carry Now80.

Please provide the full post code of your camp sitre. Then we can check which transmitter you are actually receiving from. I am presuming you have correctly retuned the TV?

Solar panels are as bad for signal reception as a full water tank adjacent to the aerial. Moving the aerial away from the panels has allowed the aerial to receive the signals without any problems caused by the conductive materials. That's why Chris.SE asked about proximity of metal objects, water pipe, etc.
