I tell you what my observations were. I have 5 different freeview boxes - Astratec, Humax, Panasonic,Pioneer and Sony. Connecting each to same TV (a 20" Samsung CRT flatscreen), only the Humax won't receive BBC4, ITV, CH4 and 5 no matter how I retuned. The other boxes can receive them but have to use attenuators to step down the signal strength as I live near the Crystal Palacetransmitter. I think the issues posted here could be freeview box related.
